Biography

I earned a Ph.D. in Educational Policy and Organizational Studies at UC Santa Barbara, Masters at CSU Northridge in psychology, and bachelors at UCLA in psychology. I served as a lecturer for 25 years at four different universities in Masters and Doctoral programs. This is my fifth year as a tenure track professor at California State University Channel Islands. In addition, I served P-12 education for 39 years, seven as a program evaluation consultant and provided other educational psychology services. I served as an elementary and secondary principal, special education and special projects director, assistant superintendent for educational services in the Fillmore Unified School District. I served as assistant superintendent of curriculum and instruction and county superintendent of schools for 19 years in Ventura and Santa Clara Counties. I had the honor of serving as president of two statewide professional associations, chair of two policy initiatives, member of several statewide policy advisory committees, and the design team for the California Administrator Performance Assessment. I also currently serve as an elected school board member in the Hueneme Elementary School District. My research interests and publications revolve around policy issues, P-12 and higher education leadership, superintendents, governance, program evaluation, gender equity, and school choice.
